The RSX is tested on the PC architecture not the Cell architecture.
The RSX is develop for the Cell architecture not like the PC architecture where they been tested and compare to the one GPU (Xenos) who is develop for the PC architecture.
The RSX GPU works different than a Xenos GPU, the grafichs on the PS3 is far better than the Grafichs from the 360, so where is the power of the Xenos GPU?

You can´t compare with Killzone 2, Killzone 2 it is just to intense to compare with Halo Reach. Reach looks good, but it miss intense war levels with heavy physics and lichting.
